If you're looking for brand new digital cameras, you can get the low-end range for beginners at most electronic stores. The prices are generally the same.
If you're looking for used digital cameras, you can try online marketplace portals or shops specialising in used camera/accessories. There is at least one such shop in Peninsula Shopping Complex. The price and quality differs accordingly.
SLR cameras are usually sold in a bundle which may include at least 1 lens (with lens cap), 1 rechargeable battery, strap and so on. You may also get 'free' add-ons like lens filter, camera bag, cleaning kit, tripod/monopod, storage media, etc.
When buying a camera, you need to consider your needs and budget. If you don't intend to have more control with your camera, you don't need to get the high-end (professional) cameras. Similarly, if you don't intend to enlarge your prints to the size of a billboard, getting a high megapixel camera could be a waste of your money. If you don't take photos often, perhaps a compact camera would be a better choice.
Be aware that a 'cheap' camera does not necessarily mean that the camera is good. It is better to look out for affordable and value-for-money cameras. Like everything else, your satisfaction of a product depends on how much 'investment' you are willing to put in.
For servicing, you may bring your cameras to any photo shops. If it's a simple problem, they may rectify it for you at a cost. Personally, I prefer to send my cameras for servicing at their respective service centres even though my warranty has expired.

When sending your equipment for servicing, ensure that you request a quotation on expected costs. Most likely, you will not get the estimate on the spot. The service centre will contact you on the costs incurred and your consent to proceed with the servicing. I usually have to wait about 2-3 weeks thereafter.
After the servicing is completed, you will be contacted again for collection and payment. Ensure that your camera is in perfect working condition. Most service centres come with a limited warranty after the repair. If your camera is faulty after servicing, bring it back and the service centre will take a look at it again. If it's the same problem, the subsequent repair should be free.
I recommend that you send your camera to Canon service centre. Fungus in the camera body or the lens may require special treatment and handling by trained and experienced technicians. It should not be moist inside the camera. Possibly, your camera was exposed to high humidity.
It would be best to maintain a dry environment for storing your camera equipment. This is crucial if you're using digital cameras as water may effect the internal circuitry and electronics adversely. Get a dry box if you can afford it. If not, keep it dark, cool and dry.
All the best in your photographic pursuits. With digital cameras, don't forget to snap frequently and take photos liberally. Unlike film cameras, you can view the picture instantly and with no developing costs.
