I doubt an art college will let you use a P&S digital camera for your classes.

Plan on at least a good used 35 mm SLR (Nikon or Canon) with standard zoom lens (you can find them for under $150 on craigslist) ... some schools require you to buy a view camera depending upon the level of instruction being provided there.

So, save your money until you can talk to someone in the art department so you don't waste your money on something you will not use in your course work.

It is in school, you will learn to build a portfolio ... after all, that is why you are going to I would think. Attending school already knowing everything would be a waste of money too.

It is throughout your education, you will be building your portfolio ... not before.

If you want maximum potential for expansion but with minimum noise then you need to look at a full frame camera with both great resolution and large pixels.

The minimum spec would be the Canon EOS 5DMk2.

It is expensive but has 21 megapixels resolution and a low minimum ISO speed which answers both your requirements.

The EOS 5DMk2 require good lenses to get the best out of it.

If you can tell us a bit more about the kind of art you wish to make we can perhaps advise you on more appropriate or even less expensive kit.

Cheers

All of the major brands are good. Choose a brand that appeals to you. Then you have to think about getting a spare battery, what size memory card, if you want an extended warranty, how much you can afford, what size zoom, if you want manual controls, the size of the camera, finding a reliable place to purchase it, and the list goes on and on and on.......

The first thing to realize is that almost any digital camera will take good pictures. If more people would read the manual more than once, they would be able to take better pictures. Usually, the person assumes it is the camera when it could be them not knowing exactly what to do. Just give yourself more photographic knowledge by doing more reading on the internet.

I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras so they can decide on the features that they really want and need.
Go to the store and hold them so you can see if they feel comfortable in your hands. If possible, take some pictures in the store to check the quality of the pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck
