Whats the best SLR digital camera that i can get for this price?

My friend wants to get a nice SLR digital camera, he said he was willing to spend one thousand dollars for the camera, whats the best camera for that?
hes prolly gonna take pics of snowboarding, skateboarding, modeling poses, random stuff, etc.
No he doesnt have any lenses, hes startin out fresh

I would highly recommend the Canon Powershot a590 IS. It's only around $150 which is half of your max price. The quality of photos from this camera are on par with others I've tried worth 300-400 dollars. I'd consider this a wise investment.
